Euro up on ECB hopes; hurricane scare lifts oil

NEW YORK (Reuters) - The euro rose against the U.S. dollar o n T uesday on bets the European Central Bank would act soon to tackle the bloc's debt crisis while U.S. crude oil prices edged higher as Hurricane Isaac approached the Gulf Coast.

Stocks were little changed on Wall Street as mixed data gave investors little indication whether Federal Reserve Chairman Ben Bernanke might signal more economic stimulus from the Fed when he speaks on Friday.

Trading is very light, following the lowest volume for a full session so far this year.

U.S. crude prices rose 0.8 percent as Hurricane Isaac made its way through the Gulf of Mexico, forcing companies to close down oil rigs and refineries.

Investors were looking ahead to Bernanke's speech on Friday at an annual meeting of central bankers in Jackson Hole, Wyoming, where clues on more stimulus could translate into a weaker dollar.

The European Central Bank said its president, Mario Draghi, will not attend the conference due to a heavy workload, news that gave further support to the euro.

Draghi's absence is seen as a hint that "he will be busy finalizing the details of policy proposals to be unveiled in the coming weeks," according to Nick Bennenbroek, head of currency strategy at Wells Fargo Bank. The ECB will meet on September 6.

The single currency rose 0.55 percent to $1.2568.

Upbeat U.S. housing data made it harder for investors to determine if the Fed will announce further stimulus to the U.S. economy, a bet that has supported a recent rally in equities and other risk assets.

"Looks like we are taking a wait-and-see on Bernanke," said Jack Ablin, chief investment officer at Harris Private Bank in Chicago.

He said a handful of global economic indicators were mixed, leaving room for the Fed to pump more money into the economy.

"Unfortunately a fair amount of stimulus is probably priced in so we are at a period now where bad news is good news until we hear what (Bernanke) is actually going to do," said Ablin.

The Dow Jones industrial average <.dji> dipped 10.10 points, or 0.08 percent, to 13,114.57. The S&P 500 Index <.spx> gained 0.11 points, or 0.01 percent, to 1,410.55. The Nasdaq Composite <.ixic> added 4.48 points, or 0.15 percent, to 3,077.68.

An MSCI gauge of global equities <.world> fell 0.14 percent and the pan European FTSEurofirst 300 index <.fteu3> closed down 0.7 percent.

Global growth worries resurfaced after Japan cut its assessment for the economy, citing slow-downs in the United States and China as well as Europe's debt crisis.

The commodity-linked Australian dollar hit a five-week low of $1.0346 before bouncing back slightly.

Adding to signs of weakness, Spain said its recession had deepened in the second quarter as domestic spending slumped in the wake of tough austerity measures aimed at tackling the government's fiscal problems.

U.S. Treasuries prices edged up ahead of a sale of $35 billion of two-year notes as traders anticipated hints from Bernanke of possible further economic stimulus.

The benchmark 10-year U.S. Treasury note was up 9/32, with the yield at 1.6199 percent.

Paralympics A to Z: On Wheels, Too ? Des Nnochiri&#39;s Write to Speak

Wheelchair Rugby

Wheelchair Rugby was invented in 1977 by a group of Canadian quadriplegic athletes, who were looking for an alternative to Wheelchair Basketball that would allow players with reduced arm and hand function to participate on equal terms. The sport incorporates some elements of Basketball, Handball and Ice Hockey.

The aim of Wheelchair Rugby is to take the ball over the opponent?s goal line. Two wheels of the chair must cross the line, and the athlete must be in control of the ball, which may be held in their lap. Contact between wheelchairs is permitted, but physical contact between players is not.

Participants must have a disability that affects both the arms and the legs.

Every player is assigned a point value based on their functional ability, from 0.5 for a player with the least physical function through to 3.5 for the greatest physical function. During play, the total on-court value for each team of four players cannot exceed 8.

Wheelchair Rugby is played on a court 28m long and 15m wide. The court is divided into two halves, with a center circle and a goal line and key area at each end. The key areas are 8m wide and 1.75m deep. The sport is played with a regulation volleyball.

The game starts with a tip-off. A player from each side attempts to tip the ball, from the referee?s throw, to a member of their team.

From the moment they gain possession, a team has just 40 seconds to score a goal.

Teams may not have more than three players in their key area while defending their goal line, and an attacking player may not be in the opposition key area for longer than 10 seconds.

Players may throw, bat or roll the ball, but kicking it is not allowed.

A match consists of four eight-minute quarters, with the clock stopped every time there is a stoppage in play. With breaks, time-outs and stoppages, matches typically last about an hour and a quarter. In the event of a tie, extra periods of three minutes are played until the tie is broken.

The game is supervised by two referees, who are responsible for ensuring that the game is played fairly and within the rules. They are assisted by three table officials: a scorekeeper, a timekeeper, and a penalty timekeeper. A third referee, the technical commissioner, supervises the work of the table officials.

Common fouls occur when a player violates the rules during a genuine attempt to play the game. The penalty for a common foul is a loss of possession if committed by a player on the offensive team, or a one-minute penalty, if committed by a player on the defensive team.

If a defensive foul is committed when the offensive team is in an imminent scoring position, the referee may award a penalty goal in lieu of a one-minute penalty.

A player who is serving a one-minute penalty for a common foul is released from the penalty box after one minute of time has elapsed on the game clock, or if the opposing team scores a goal.

Common fouls include infringements such as charging, pushing or holding another player.

A technical foul covers unsportsmanlike conduct, such as being disrespectful or playing with an illegal chair. Technical fouls are given a one-minute penalty.

A flagrant foul is any foul that shows blatant disregard for another player?s safety. The referee awards a common foul plus a technical foul, to be served consecutively. A penalty goal may be awarded in place of the common foul, but the offending player must still serve the one-minute penalty for the technical foul.

A disqualifying foul is for serious offences such as fighting. A player will be ejected from the match. A substitute is then allowed, but must serve a one-minute penalty.

Wheelchair Rugby first appeared in the Atlanta 1996 Paralympic Games, when it featured as a demonstration sport. Its debut as a full medal event followed at Sydney 2000, when the US beat Australia 32-31 to win the gold medal.

At London 2012, eight mixed teams of men and women will compete, with 12 athletes (four players and eight substitutes) on each team.

Each country is limited to one team.

The competition begins with a round-robin stage ? the eight teams are divided into two groups of four. The top two teams in each group qualify for the semi-finals, with the winners then going head-to-head in the final.

Wheelchair Tennis

Wheelchair Tennis was invented in 1976 by Brad Parks, who had been experimenting with tennis as a recreational therapy after he was injured in a freestyle skiing competition.

The sport is now fully integrated into all four Grand Slam Tennis events.

The court is the same size as that for mainstream Olympic Tennis.

The singles court is 23.77m long and 8.23m wide, and the doubles court is wider, at 10.97m wide.

The court is divided in half by a net, which is 91cm high.

The sport follows similar rules to Tennis, with one key exception: the ball is allowed to bounce twice, and only the first bounce must be within the boundaries of the court. All matches are played over the best of three sets.

After featuring as an exhibition sport at the Seoul 1988 Paralympic Games, Wheelchair Tennis was introduced as a full medal event at the Barcelona 1992 Games, and has featured at every Games since then.

Quad players have an impairment that affects three or more limbs. Men and women compete together in the Quad events.

Each country is limited to four athletes each in the men?s and women?s Singles, three athletes in the Quad Singles, two teams (four athletes) each in the men?s and women?s Doubles, and one team (two athletes) in the Quad Doubles.

The tournament is a knockout format, with the winners of the semi-finals in each event going head-to-head for the gold medals.

An umpire is in charge of the match, ensuring that the rules of the game are observed and calling out the score after each point. The umpire is assisted by line judges, who keep an eye on whether the ball lands in our out of court.

Esther Vergeer of the Netherlands is unbeaten in more than 450 matches, one of the longest winning streaks in any sport. Her last loss was in January 2003.

DURHAM, NC Over-eager eco-tourists intent on seeing spinner dolphins up close may inadvertently be disturbing the charismatic animals' daytime rest periods and driving them out of safe habitats in bays along Hawaii's coast.

Scientists at Duke and Stony Brook universities have developed a promising new tool that may help to limit repeated human disturbances and help reduce their negative impacts on the dolphins.

"Using the maps produced through this study we can identify the bays where the effects of human activities on spinner dolphins should be monitored most closely, and where immediate conservation actions are required," said David W. Johnston, research scientist at Duke's Nicholas School of the Environment.

The researchers' tool shows that only a small number of bays 21 out of 99 in a study area along the western coastlines of the main Hawaiian islands were suitable habitats for resting dolphins. Knowing this, "conservation efforts can be focused on specific areas of importance," Johnston said,

"We may be able to minimize detrimental effects on dolphins by putting restrictions or preventative measures into place in a relatively small number of bays, rather than limiting access to dolphins along the entire coast," said the study's lead author, Lesley H. Thorne, a lecturer in marine science at Stony Brook University, who received her PhD from Duke in 2010. "That benefits tourists and tourism operators as well as the dolphins."

In the study, the researchers used the geographic coordinates and key environmental factors such as water depth and calmness, the size and proportions of the bays and distances from deep-water foraging grounds for hundreds of spinner dolphin sightings made in the study area between 2000 and 2010. Spinners are small dolphins famed for their graceful aerial movements and balletic spins. They are found in tropical and subtropical oceans around the world and some divide their time between daytime rest periods in shallow, protected bays and nighttime foraging in more exposed waters.

Distinguishing between sightings of resting and active dolphins was key to defining critical habitats, Thorne said. While socially active spinner dolphins are more tolerant of humans' presence, resting dolphins will leave the safety of a bay and retreat to less suitable open waters if humans repeatedly disturb them.

"Sleep is essential for most animals," added Johnston. "When deprived of their necessary 'zzzz's,' they gradually show a decreased ability to process information and remain attentive to environmental stimuli. In technical lingo, we call this a 'vigilance decrement'."

Spinner dolphins are no exception to the rule. The researchers say dolphins that experience human harassment every day during their rest periods never fully recover their vigilance decrement. Their ability to forage successfully and detect the presence of nearby predators is also degraded, and their ability to produce sounds to communicate and navigate may also be impaired, he said.

Scientists and conservationists have long worried that spinners' popularity with tourists and overlap of their resting habitats with popular ocean recreation destinations may be placing them at risk. Reports of interactions have increased sharply in recent years, but few published studies have examined the detrimental impacts these interruptions may have on the animals, especially at the population level.

"It would be next to impossible to survey spinner populations and human activities in every bay that might be a resting habitat," Thorne said. "We're talking about hundreds of bays in the Hawaiian islands alone."

"Using predictive models, such as the maximum entropy spatial modeling approaches we've produced, is a much more cost-effective method," she said. "This type of modeling has only recently been applied to the study of marine mammals, but our study suggests it may be especially useful."

Thorne and Johnston plan to test their models by conducting similar studies of spinner dolphin distributions and habitat use in the Northwestern Hawaiian Islands and other sites in the Pacific islands region. Results from those studies, they said, could confirm the new models' usefulness.

Johnston and Thorne's co-authors on the PLoS ONE study include Dean L. Urban, professor of landscape ecology at Duke's Nicholas School, and Lars Bejdar, associate professor at Murdoch University, Australia, and adjunct assistant professor at Duke.

The data on spinner dolphin sightings used to develop the models in the study were provided by a team of eight additional co-authors from Murdoch University, the Pacific Islands Photo-Identification Network, the Cascadia Research Collective, the Hawai'i Marine Mammal Consortium, the Hawai'i Association for Marine Education and Research, the Dolphin Institute, the University of Hawai'i (UH) at Hilo, UH at M?noa, and Marine Mammal Research Consultants.

Isaac heads for U.S. Gulf Coast after drenching south Florida

KEY WEST, Florida (Reuters) - Tropical Storm Isaac lashed south Florida with winds and heavy rain on Sunday after battering the Caribbean, threatening to interrupt most U.S. offshore oil production in the Gulf of Mexico and disrupting plans for the Republican National Convention in Tampa.

Isaac is expected to strengthen to a Category 2 hurricane and hit the Gulf Coast somewhere between Florida and Louisiana at midweek - on or near the seventh anniversary of Hurricane Katrina - the U.S. National Hurricane Center (NHC) said in an advisory.

A hurricane warning was issued for the Gulf Coast from Louisiana to the Florida Panhandle, including New Orleans, which was devastated when Katrina struck the city on August 29, 2005, killing more than 1,800 people and causing billions of dollars of damage to the Gulf Coast.

In Louisiana, Governor Bobby Jindal declared a state of emergency and said 15 low-lying parishes outside New Orleans' newly built, $14.5 billion flood defense system would likely be under mandatory evacuation orders by Monday.

"There's really nothing that's going to stop this storm from forming and from strengthening," said Jindal, a seasoned crisis manager who has weathered such disasters as the 2010 BP oil spill.

On Mississippi's Gulf Coast, residents started stocking up on supplies and securing their homes. "It is packed. They are clearing the shelves," said Lindy Stewart after shopping at a Sam's Club in Gulfport. Stewart said she bought bread, lunch meat and other "stuff you need to survive a couple of days without power."

The Mississippi State Port Authority ordered the port of Gulfport cleared of all cargo vessels and cargo containers.

Isaac is forecast to become a hurricane either late Monday or Tuesday. The NHC said the storm was expected to eventually intensify to a Category 2 hurricane with "extremely dangerous" sustained winds of 105 miles per hour as it swept through the warm waters of the Gulf of Mexico.

Forecasters are predicting a more westward track that could bring Isaac over the heart of the U.S. offshore oil patch, which produces about 23 percent of U.S. oil output and 7 percent of its natural gas output.

SHUTTING OIL PRODUCTION

Meteorologists at Weather Insight, an arm of Thomson Reuters, predict the storm will spur short-term shutdowns of 85 percent of the U.S. offshore oil production capacity and 68 percent of the natural gas output.

With the threat to offshore oil infrastructure and Louisiana refineries, U.S. crude oil prices traded up 75 cents to $96.90 a barrel in Asia early Monday.

Once ashore, the storm could wreak havoc on low-lying fuel refineries along the Gulf Coast that account for about 40 percent of U.S. refining capacity.

That could send gasoline prices spiking just ahead of the U.S. Labor Day holiday, analysts said. "It's going right in the heart of refinery row," Phil Flynn, an analyst with Price Futures Group in Chicago, said on Sunday.

London-based BP Plc, the biggest U.S. Gulf producer, said it was shutting production at all of its Gulf of Mexico oil and gas platforms and evacuating all workers on Sunday.

At 8 p.m. EDT (2400 GMT) on Sunday, Isaac was about 60 miles southwest of Key West at the southernmost tip of the U.S. mainland, packing top sustained winds of 65 mph and churning west-northwest at 15 mph.

Isaac was becoming better organized and faced favorable conditions, increasing the possibility that the storm could strengthen beyond a Category 2 hurricane, said NHC meteorologist David Zelinsky.

Tropical-force winds from the massive storm stretched across 400 miles, with rain bands extending even further, he added.

"It certainly is a large storm," he said, noting that wind gusts of 60 mph had been detected as far apart as Key West and Palm Beach.

The winds forced cancellations of hundreds of flights in and out of Miami, Fort Lauderdale and other south Florida airports. Miami Mayor Carlos Gimenez reported more than 500 cancellations affecting Miami International Airport alone.

More than half of the restaurants and other businesses were shuttered in the tourist haven of Key West after many visitors heeded official warnings to head home early. Isaac began moving away from the Florida Keys on Sunday evening.

REPUBLICAN CONVENTION SCHEDULE DISRUPTED

Republicans, who will formally nominate former Massachusetts Governor Mitt Romney as their presidential candidate for the November election, will convene their four-day meeting on Monday as scheduled, then recess until Tuesday.

Tampa, located on Florida's west coast, still faces a threat of both winds and heavy rains from Isaac. But forecasters said a slight westward shift in the storm's track helped put Tampa out of harm's way.

In Haiti, Isaac added to the misery of more than 350,000 survivors of the 2010 earthquake still living in flimsy resettlement camps as water gushed into tents and corrugated plastic shacks ripped apart by the wind.

Authorities in the impoverished nation said the storm had killed eight people, including three children.

In the Dominican Republic, officials said three people were missing, including the mayor of a town near Santo Domingo who was swept away as he tried to save another person from a flooded river.

No deaths or injuries were reported in Cuba, which got off lightly when the storm crossed its eastern flank instead of raking up the length of the island as originally predicted.

When Lubbock resident Robin Raney took her 18-year-old daughter to visit The Burkhart Center for Autism Education and Research this summer, she felt like she was sending Katie off to college.

The high school senior with autism is not quite ready for the higher education experience, Raney said, and her family has searched for years for what her next step will be when she graduates.

?It was like she had grown up in another country and didn?t look the same and didn?t talk the same and couldn?t communicate with other people around her,? said Robin Raney, who also serves on an advisory board for college students with developmental disabilities. ?When she walked in the (Burkhart Center), for the first time in her life, she felt like she had friends. She had never really had a friend.?

According to the U.S. National Library of Medicine, autism, or autistic spectrum disorder, is a developmental disorder that appears in the first three years of life and affects the brain?s normal development of social and communication skills. ?

Established in 2005, the Burkhart Center for Autism Education and Research is named for Jim and Jere Lynn Burkhart, who have made significant contributions to the establishment and supported the center.

The couple raised their autistic grandchild, and traveled across the country searching for answers.

?We have had Collin for 25 years, and 25 years ago, there was nothing at all for autism,? Jere Lynn Burkhart said. ?No one knew the word, even. In fact, Jim kept thinking they were saying ?artistic? instead of ?autistic.? We had to travel all over the United States. We had people come into Tulsa at the time, and spent a great deal of money trying to find out what to do with our autistic grandson. No one could diagnose for sure what the problem was. My comment:

Nowhere in this piece are we told why this is happening. The Burkharts claim that 25 years ago there was ?nothing at all for autism.? Suddenly today autism is being talked about everywhere in the U.S. Currently one in every 88 kids has autism, including one in every 54 boys. No one can explain why this is happening. The tired claim that it?s all just better diagnosing of a condition that?s always been around makes no sense. No one has ever been able to show us a comparable rate among adults. Officials tell us that 80 percent of Americans with autism are under the age of 18. That simple fact should scare us all. Officially, autism has no known cause or cure. There?s nothing a mainstream doctor can tell a new mother so that her healthy baby doesn?t also end up on the autism spectrum.

All of this is proof that we need to honestly and thoroughly address what?s causing this epidemic. If not, there?ll never be enough facilities or money to provide for all the disabled adults in the very near future.
