Measures To Improve Energy Efficiency In The UK at Jim Clary Marketing

The British government has revealed new regulations to improve the energy efficiency of homes and businesses. One of the main policies is stricter rules for property owners who rent out energy inefficient properties that are not properly insulated. Chris Huhne is the climate change secretary who stated the list of regulations to reinforce the government promise for energy efficiency in the UK. His policies followed newspapers criticism of the government approach to the environment.

In a speech to the House of Commons, Huhne stated that households would be able to purchase loans of up to ten thousand pounds from their local supermarket in order to pay for efficiency improvements. These household improvements include installing double glazed windows and solid wall insulation. Approximately 680,000 properties across Britain will need to be adjusted over the next seven years in order to satisfy the new requirements.

One of the boldest regulations Huhne stated in the House of Commons was that of a penalty for landlords whose rented properties did not meet the sufficient criteria. If landlords failed to make the required changes and continued to lease out their properties they will face punishment. While the penalty is yet to be announced, commentators think it will probably be in the form of a fine, starting in 2010.

The measures aim to tackle the serious problem of tenants living in dangerously drafty residences. They were welcomed by environmental campaigners who believe that making landlords meet a basic standard of home insulation will protect vulnerable families from the risk of fuel poverty and high energy bills. The association that represents landlords, the British Property Federation (BPF) broadly welcomed the measures.

The British government is using these policies to make sure its meet its goal of reducing household emissions by thirty per cent by 2020. Ministers believe that while insulation of properties is a vital step forward, they are also keen for home improvements to be visible and conspicuous through adjustments such as efficient double-glazing. They claim this will be the largest home improvement program in Britain since the Second World War.

Another target of the British government energy-saving strategy is installing fifty three million smart meters in thirty million homes and businesses between 2014 and 2019. The Smart meters monitor energy use in real time, meaning people can immediately react to reduce the output of their household by doing something such as switching off unnecessary lighting.

The reduction of output also means households can save on electricity and heating bills while cutting waste. The government has estimated that smart meters will save households 7.3 billion pounds over the next two decades. The climate change secretary said the introduction of smart meters into every home was a vital step forward for the national green targets and will help the consumer get the best possible deal.

British businesses will also be able to borrow green loans from a total amount of 550 million pounds. The amount will be provided by a three-year deal by Siemens and The Carbon Trust, allowing a business to borrow money to install efficient lighting and biomass heating.

Clean Coal Must Deliver Soon (Investor's Business Daily)

Coal is cheap and plentiful, generating 45% of America's electricity. But it's also the dirtiest source. With regulators about to impose major carbon caps, meeting America's energy needs via coal depends on cleaning it up inexpensively.

Easier said than done. "Clean coal" is very expensive and the industry wants big government subsidies for tech research that could bring down costs over time.

By early fall the Environmental Protection Agency is expected to propose rules to cut power plants' greenhouse gas output. Utilities may shut many smaller coal plants as a result.

Meantime, cleaner-burning natural gas supplies have soared and prices have fallen, thanks to plentiful shale. Wind and solar generating capacity is growing rapidly on the backs of subsidies and mandates, though from a low base.

But Japan's Fukushima meltdown has made nuclear power pol itically radioactive again. Just replacing aging nuclear plants in coming decades will be difficult.

Far from being phased out, coal-fired generation should climb 25% from 2009-35, according to the Energy Information Administration, though its share of electricity will likely dip to 43%. But that assumes no carbon curbs.

With those curbs and cheap natgas, more than 20% of coal plants could be retired.

"For coal with CO2 capture and storage to be competitive against other options, like in the near-term natural gas that emits about half the CO2 of a coal plant, you'd have to capture 50% of the CO2 from the coal plant," said John Novak, federal and industry activities director at the Electric Power Research Institute. "And that'll cost you money."

Clean Coal Isn't Cheap

Revis James, director of EPRI's Energy Technology Assessment Center, says an advanced coal plant with highly efficient CO2 capture would produce electricity at a cost roughly double that of a normal coal plant today.

Even absent CO2 curbs, building modern coal facilities will depend on whether something else is cheaper.

"At $4 a million Btus, then natural gas combined cycle is going to be the lowest-cost option," said Novak. "If it's $6 or more, then a state-of-the-art coal plant will be the lowest-cost option without CO2 capture and storage."

Natgas is trading near $4.37.

Capture and storage plants are in the pipeline. Southern Co.'s (NYSE:SO - News) Kemper County, Miss., facility is supposed to capture 65% of CO2 partly by breaking coal down into component gases before firing.

"It's going to capture the CO2 and use it for enhanced oil recovery, burning the synthetic gas that remains to generate electricity," Novak said. But he added, "The only reason they're doing it is that they're getting incentives."

Another technique is oxycombustion, which also leads to a high-concentration CO2 stream that can be treated.

"Instead of with air, you're combusting coal with oxygen so you have no nitrogen in the combustion process," Novak said.

Oxycombustion and carbon storage will go into FutureGen 2.0, a planned upgrade to a Meredosia, Ill., coal plant that aims to cut more than 90% of emissions. It's a nonprofit joint effort involving the Energy Department and a bevy of coal suppliers and power producers: Alpha Natural Resources (NYSE:ANR - News), Anglo American (OTCPK:AAUKY), Consol Energy (NYSE:CNX - News), PPL Electric Utilities (NYSE:PPL - News), Peabody Energy (NYSE:BTU - News), Rio Tinto (NYSE:RIO - News) and Xstrata Coal.

The project, initially proposed in 2003, has been beset by delays and higher costs.

But more government "participation" will be needed to advance technology to make clean coal competitive, says Steve Miller, CEO of the American Coalition For Clean Coal Electricity.

Without $50 billion-$100 billion in subsidies in legislative proposals last year, Novak says, amid CO2 curbs "coal would drop off the mix ," replaced by natural gas.

Greece's parliament is to hold a second vote on its austerity programme, which it needs to implement to secure the country further financial support.

The vote is about putting into practice the tax hikes, pay cuts, privatisations and public sector redundancies approved in principle on Wednesday.

The vote was a retreat from the "grave scenario of default", the EU said.

Public reaction has been very hostile, and the debate has been accompanied by strikes and violent protest.

Clashes continued on Syntagma Square outside parliament overnight, as police fired tear gas at stone-throwing youths.

Wednesday's vote prompted a furious response from protesters in Athens.

Sporadic violent clashes were continuing in the capital in the early hours of Thursday between masked protesters - armed with stones and sticks - and riot police firing tear gas and stun grenades.

Despite the unrest, European Commission President Jose Manuel Barroso and European Council President Herman Van Rompuy welcomed the result as a "vote of national responsibility" paving the way for a second aid package.

The package of tax rises and budget cuts - worth about 28bn euros over five years - had been championed by Greek Prime Minister George Papandreou.

Had it been rejected, Greece could have run out of money within weeks. The EU and the International Monetary Fund have demanded that the measures are implemented before they extend further loans to Greece.

Greek unions are angry that the government's austerity programme will impose taxes on those earning the minimum wage, following months of other cuts that have seen unemployment rise to more than 16%.

Once passed, European officials will start to finalise the details of a second bail-out, worth an estimated 120bn euros, designed to help Greece pay its debts until the end of 2014.

Einstein once said, ?The most incomprehensible thing about the world is that it is comprehensible.? What if science, philosophy, and spirituality have been on tangential paths in their pursuit of the truth about creation, each one stemming from distinct perceptions of reality but ultimately converging at a singular point of divine truth?

I believe that it?s just a matter of time before a unified field theory or ?one theory of everything? is proposed and proven to be true. There is indeed a divine order to the cosmos, an underlying intelligence. Some define this intelligence as physics and leave it at that. But is it so hard to comprehend that science and divine intelligence (God) are one and the same? After all, in the end, everything stems from the Source.

In quantum mechanics there is a property known as entanglement or non-local connection. This is not a theory but a real phenomenon. The physicists John Bell and Alain Aspect established that the universe at its most basic level is nonlocal. It proves that information doesn?t need to travel from point A to point B because it doesn?t need to travel at all. It exists everywhere, omnipresently. This interpretation presents us with the vision of a participatory universe in which everything is interconnected and interdependent; a seamless Whole.

Einstein called entanglement ?spooky action at a distance,? and it has been demonstrated repeatedly through experimentation. It is the way in which two or more particles of energy sharing common origins become correlated to predictably interact with each other, even if these particles are separated over large distances. In other words, they remain interlinked, interconnected, one with each other, even though they appear to be separate.

What?s truly amazing about their entanglement is that their communication is much faster than the speed of light. It appears to be operating instantaneously, at the speed of, well, thought. It?s as if the spacetime in between the two objects being measured doesn?t even exist. Perhaps this is because these interacting objects are connected somewhere beyond the realm of spacetime. Or in a word: Consciousness.

In a sense, the human body is quantum entangled with the Earth because the body responds to the Earth?s natural biorhythms and circadian cycles. No doubt, the female?s menstrual cycle is entangled with the cycles of the Moon. The ancient art of astrology is an example of quantum entanglement with the planets, stars, and constellations of the heavens.

In his September 19, 2009 Sirius XM radio show, Deepak Chopra interviewed physicist Michio Kaku, and commented on this nonlocal phenomenon, saying, ?You know, the more I hear about quantum entanglement, it sounds like a mathematical description of omniscience, omnipresence, omnipotence.? Dr. Kaku responded, ?That?s what it leads to. Their theory says that I exist because you look at me, somebody looks at you so you exist, so who looks at her? Who looks at us? Well, God.?

Quantum physics was discovered through the study of the motion of elementary particles at the atomic and subatomic level, so it is assumed that this nonlocal phenomenon must also be confined to the submicroscopic world. I believe this to be a narrow-minded view of what entanglement is really revealing to us. Nonlocal connections between humans have been experienced in such phenomena as synchronicity, mental telepathy and psychic phenomena. Mystics, oracles, artists, yogis, sages, and shamans have been transcending the local mind and accessing nonlocal Unity Consciousness for millenia.

The property of quantum entanglement is clear evidence in support of Unity Consciousness. It demonstrates that the physical universe (spacetime) is preceded by a ?behind the scenes? mind. How else can these particles interact as if a Unified Field of Consciousness didn?t exist? The property of entanglement even defies Einstein?s theory that nothing can travel faster than the speed of light.

Mind before matter is the correct order of the equation to creation, not matter manifesting itself randomly or spontaneously before mind. Physical matter is nothing less than an expression of divine intelligence giving it the command: ?Make it so.?
