Sheriff believes New Mexico slayings tied to cartels

ESPANOLA, N.M. -- The Rio Arriba County sheriff says he thinks the recent execution-style slayings of two men and the case of two other men found dead in a burned-out trailer are linked to Mexican drug cartels.

Sheriff Tommy Rodella said one of two men found dead Dec. 21 in the burned trailer in Medanales was a suspect in the double murder 11 days earlier in Hernandez.

Rodella said the slayings have the earmarks of a Mexican cartel hit.

"There was drugs involved," he said. "And I think because of the level of drug dealing that has been going on now for some time, I think that is indicative that the (cartels) are here. The thing is that this isn't the first case where someone has been murdered and burned. That sends a hell of a message."

Rodella said Tomas J. Sanchez, 20, was one of two people found dead in the burned trailer. Rodella said Sanchez was the top suspect in the Dec. 10 deaths of Matthew Maestas, 53, and Joseph Eugene Valdez, 47, each of whom had been shot five times before the trailer was set on fire.

Having membership accounts with travel companies, like Hertz and Starwood Hotels helps me keep track of everything. Having all of my info saved in my account makes coordinating travel a lot smoother and easier. I'm also big on planning ahead and making appointments and reservations so I don't have to wait around. I use the Notes app on my iPhone for everything. I'm never without my phone so it's perfect for me.

My electric shaver.

Since I'm on the road all the time, I work from wherever I can?airport waiting rooms, restaurants, hotels. Since I have to be mobile, I keep everything in my bag?my AT&T wifi device, my phone, my MacBook, iPad, headphones, and chargers for everything.

My wife, Ife Sanchez Mora, is a musician, so I listen to her music when I'm in the kitchen.

What's your sleep routine like?

I'm an early riser. When I'm on the road my phone is my alarm clock, but when I'm at home my son Yuma is my alarm clock. There's no sleeping once he's up and running.

Analysis: Huge mandate for Japan's LDP may be less than meets the eye

TOKYO (Reuters) - Even Japan's next prime minister, Shinzo Abe, realizes that his party's landslide election victory is not the sweeping mandate that it appears at first blush.

An analysis of the vote as well as Abe's own comments suggests he would be best served by focusing on what matters most to voters - the economy - and steering clear of divisive issues such as revising Japan's pacifist constitution.

That said, aggressive moves by China in a territorial row over tiny islands in the East China Sea could act to bolster support for Abe's tough-talking stance toward its giant rival.

Three years after a crushing defeat, Abe's Liberal Democratic Party (LDP) surged back to win 294 seats in Sunday's vote for the 480-member lower house.

Together with a smaller ally, the New Komeito party, the LDP also took a two-thirds 'super majority' that could help break Japan's persistent policy deadlock in parliament.

The ruling Democratic Party of Japan (DPJ), in comparison, managed a mere 57 seats - less than a fifth of its showing when it swept into power for the first time in a historic 2009 vote.

Abe himself, however, admitted the victory was more a rejection of the novice Democrats' messy reign than a vote of confidence for the LDP, which ruled Japan for most of the past half-century before its ouster three years ago.

"Our victory this time does not mean trust in the Liberal Democratic Party has been completely restored. Rather, it was a decision by the public that they should put an end to the political stagnation and confusion over the past three years, caused by the Democratic Party's misguided political leadership," Abe told a news conference on Monday.

"We must move forward and achieve results."

Japanese voters have been on a roller coaster of hopes and disappointment for the past decade since charismatic leader Junichiro Koizumi took office in 2001 pledging bold reforms.

Lured by Koizumi's promises, voters handed the LDP a massive victory in 2005 only to kick out the long-ruling party four years later in hopes that the Democrats would do a better job.

In a sign that both enthusiasm and expectations are fading, turnout on Sunday was a record low 59 percent, according to a Kyodo news agency estimate.

Nor did the LDP win a majority of votes from those who did cast their ballots. The main opposition party won about 43 percent of the vote in the single-seat constituencies that supply 300 of the chamber's seats, but a first-past-the post system and split votes amongst a clutch of new, small parties meant that the party secured 79 percent of those seats.

JULY ELECTION HURDLE

In the proportional representation blocks that provide the other 180 seats, the LDP won about 28 percent of the votes compared to 16 percent for the DPJ, while the new right-leaning Japan Restoration Party took 20 percent, media estimates showed.

"It's clear that only 30 percent or less of voters solidly support the LDP. Unless Abe is careful, his cabinet support will go down to that level very quickly and even with a two-thirds majority, he would be in trouble," said Sophia University political science professor Koichi Nakano.

Abe, who quit in 2007 after a troubled year in office, will have to persuade voters quickly that they made the right choice ahead of an election for parliament's upper chamber in July.

Although the LDP-New Komeito "super majority" will allow the lower house to enact bills rejected by the upper chamber, doing so is a time-consuming and cumbersome process, so the new government will be keen to win a majority in July's poll.

"He's preparing for the next election and understands that what he does in the first few months will have a big impact and voters are most interested in the economy," said Jeff Kingston, director of Asian studies at Temple University's Japan campus.

Abe has vowed to rescue Japan from its fourth recession since 2000, end deflation and tame the strong yen with a recipe of hyper-easy monetary policy and big spending on public works.

Equally central to his agenda, however, is a push to shed the shackles of Japan's post-war pacifism by revising the U.S.-drafted constitution and rewriting wartime history with a less apologetic tinge.

Changing the charter - never altered since its adoption in 1947 - requires approval by two-thirds of both houses of parliament and a majority of voters in a national referendum.

Straw polls of voters suggest that the economy tops the list of public priorities and LDP ally New Komeito is not keen on revising the constitution's pacifist Article 9.

But a strong showing by the nationalist Japan Restoration Party in the election also indicates simmering support for a tough stance towards China as well as hope for a decisive leader to restore Japan's flagging self-respect.

That could grow if Beijing steps up its activities in waters and airspace near the disputed islands, known as the Senkaku in Japan and the Diaoyu in China.

Last week, a Chinese government plane entered what Japan considers its airspace over the islets in the East China Sea, prompting Japanese fighters to scramble and escalating tension in the row between Asia's two biggest economies.

"This has not been a strong mandate for Abe in foreign policy or security matters," said Narushige Michishita, an associate professor at the National Institute for Policy Studies. "But if China continues to provoke us as they did several days ago, that might change."

Goodell is moving on without any inclination to change his approach to player discipline, politely dismissing Tagliabue?s ruling as ?non-precedential,? which means that Goodell doesn?t believe he is bound by the ruling in future cases.? Tagliabue likely would disagree, based on the portion of his ruling in which he explains that his decision is guided by the ?rules of the shop.?? Tagliabue would say that his decision necessarily has become subsumed within those rules.
Still, in future cases of this nature (if/when there are any), Goodell made it clear that he will hold responsible not only coaches and management but also players.

?My personal view is I hold everyone responsible,? Goodell said.? ?We have to have a personal responsibility here.? And player health and safety is an important issue in this league, and it?s gonna take everyone.? We?re all gonna have to contribute to that, whether you?re a Commissioner, whether you?re a coach, whether you?re a player.? And we all have to be held accountable for it.? So I fundamentally disagree that this is something that lies just with coaches and management.? I think that as you I know I took some very significant steps with respect to management and coaches.? I do think that that?s important, and I do think their leadership position needs to be considered.? But I also believe these players were in leadership positions also.?

The man in the ultimate NFL leadership position plans to change nothing about the way he leads, despite the outcome of the bounty case and the subtle rebuke he received from his predecessor regarding the way that a Commissioner should tackle difficult issues that have lingered for years before suddenly becoming problems.

Childhood trauma leaves mark on DNA of some victims: Gene-environment interaction causes lifelong dysregulation of stress hormones

ScienceDaily (Dec. 2, 2012) ? Abused children are at high risk of anxiety and mood disorders, as traumatic experience induces lasting changes to their gene regulation. Scientists from the Max Planck Institute of Psychiatry in Munich have now documented for the first time that genetic variants of the FKBP5 gene can influence epigenetic alterations in this gene induced by early trauma.

In individuals with a genetic predisposition, trauma causes long-term changes in DNA methylation leading to a lasting dysregulation of the stress hormone system. As a result, those affected find themselves less able to cope with stressful situations throughout their lives, frequently leading to depression, post-traumatic stress disorder or anxiety disorders in adulthood. Doctors and scientists hope these discoveries will yield new treatment strategies tailored to individual patients, as well as increased public awareness of the importance of protecting children from trauma and its consequences.

Many human illnesses arise from the interaction of individual genes and environmental influences. Traumatic events, especially in childhood, constitute high risk factors for the emergence of psychiatric illnesses in later life. However, whether early stress actually leads to a psychiatric disorder depends largely on his or her genetic predisposition.

Research Group Leader Elisabeth Binder of the Max Planck Institute of Psychiatry examined the DNA of almost 2000 Afro-Americans who had been repeatedly and severely traumatised as adults or in childhood. One-third of trauma victims had become ill and was now suffering from post-traumatic stress disorder. The risk of developing post-traumatic stress disorder rose with increasing severity of abuse only in the carriers of a specific genetic variant in the FKBP5 gene. FKPB5 determines how effectively the organism can react to stress, and by this regulates the entire stress hormone system. The scientists hoped to cast light on the mechanisms of this gene-environment interaction by comparing modifications of the DNA sequence of victims who had not become ill with that of those who had.

The Munich-based Max Planck scientists were then able to demonstrate that the genetic FKBP5 variant does make a physiological difference to those affected, also in nerve cells. Extreme stress and the associated high concentrations of stress hormones bring about what is called an epigenetic change. A methyl group is broken off the DNA at this point, causing a marked increase in FKBP5 activity. This lasting epigenetic change is generated primarily through childhood traumatisation. Consequently, no disease-related demethylation of the FKBP5 gene was detected in participants who were traumatised in adulthood only.

Torsten Klengel, a scientist at the Max Planck Institute of Psychiatry, explains the findings of the study as follows: "Depending on genetic predisposition, childhood trauma can leave permanent epigenetic marks on the DNA, further de-repressing FKBP5 transcription. The consequence is a permanent dysregulation of the victim's stress hormone system, which can ultimately lead to psychiatric illness. Decisive for victims of childhood abuse, however, is that the stress-induced epigenetic changes can only occur if their DNA has a specific sequence."

This recent study improves our understanding of psychiatric illnesses which arise from the interaction of environmental and genetic factors. The results will help tailor treatment particularly for patients who were exposed to trauma in early childhood, thereby greatly increasing their risk of illness.

Military women sue over 'combat exclusion' rule

A group of female pilots, Marines and soldiers gathered in San Francisco on Tuesday to announce the filing of a lawsuit?challenging the military's policy of excluding women from many combat positions.

The four women plaintiffs, along with the Service Women's Action Network headquartered in New York, are suing the Department of Defense, and the suit names Defense Secretary Leon Panetta specifically. A representative at the DOD in Washington, D.C., was not immediately available for comment, but he did say it is common policy not to comment on ongoing litigation.?

The American Civil Liberties Union is representing Marine 1st Lt. Colleen Farrell, Marine Reserves Capt. Zoe Bedell, Army Staff Sgt. Jennifer Hunt and Air Guard Major Mary Jennings Hegar in the suit, which was filed Tuesday afternoon in the U.S. District Court in San Francisco. The four women have all served in Afghanistan or Iraq, and two are Purple Heart recipients.

Their careers and opportunities have been limited by a policy, the suit states, which does not grant them the same recognition for their service as their male counterparts. The combat exclusion policy also makes it harder for them to do their jobs, the suit alleges.


Though the Pentagon is reforming the policies directed at servicewomen, the rules still bar women in the U.S. military from specific combat positions -- positions that are available to men.?

"To this day, that same part of me doesn?t understand why someone?s gender would have any bearing at all on what job they ended up in," wrote Major Mary Jennings Hegar, who is based at Moffett Field -- about 40 miles south of San Francisco -- ?and is a member of the U.S. Air National Guard. "I always thought that your skills, strengths, and interests would be better qualifiers. I remember watching the news when I was in high school and hearing that they were opening combat aircraft up to women for the first time. My first thought was, ?Cool! What do I need to do to get one!? followed closely by my second thought, ?What changed? Why weren?t we allowed to fly in combat before???

Hegar has served three tours over two deployments to Afghanistan, and trained as a search and rescue pilot after serving five years in the Air Force. She was also awarded the Purple Heart and the Distinguished Flying Cross with a Valor Device for heroism while participating in an aerial mission near Kandahar Airfield in 2009.?

According to the suit, women make up more than 14 percent of the 1.4 million active military personnel, yet the rule categorically excludes them from more than 200,000 positions, as well as from entire career fields. Consequently, the suit states, commanders are stymied in their ability to mobilize their troops effectively. In addition, servicewomen are:

  • Denied training and recognition for their service;
  • put at a disadvantage for promotions;
  • prevented from competing for positions for which they have demonstrated their suitability and from advancing in rank.

"That?s the problem with the military?s combat exclusion policy," Hegar wrote." It makes it that much harder for people to see someone?s abilities, and instead reinforces stereotypes about gender. The policy creates the pervasive way of thinking in military and civilian populations that women can?t serve in combat roles, even in the face of the reality that servicewomen in all branches of the military are already fighting for their country alongside their male counterparts. They shoot, they return fire, they drag wounded comrades to safety and they engage with the enemy, and they have been doing this for years. They risk their lives for their country, and the combat exclusion policy? does them a great disservice."

CAIRO (AP) ? Gaza's ruling Hamas will not stop arming itself because only a strong arsenal, not negotiations, can extract concessions from Israel, the No. 2 in the Islamic militant group told The Associated Press in an interview Saturday.

The comments by Moussa Abu Marzouk, just three days after the worst bout of Israel-Hamas fighting in four years, signaled trouble ahead for Egyptian-brokered talks between the hostile neighbors on a new border deal.

Hamas demands that Israel and Egypt lift all restrictions on the movement of goods and people in and out of the Palestinian territory, which has been buckling under a border blockade since the Islamists seized the territory in 2007. The restrictions have been eased somewhat in recent years, but not enough to allow Gaza's battered economy to develop.

Israeli officials were not immediately available for comment Saturday, the Jewish Sabbath. However, an Israeli security official said this week that Israel would likely link a significant easing of the blockade to Hamas's willingness to stop smuggling weapons into Gaza and producing them there.

Abu Marzouk said Saturday that the group would not disarm, arguing that recent Palestinian history has shown that negotiations with Israel lead nowhere unless backed by force.

"There is no way to relinquish weapons," Abu Marzouk said in his office on the outskirts of Cairo. "These weapons protected us and there is no way to stop obtaining and manufacturing them."

Hamas' founding charter calls for Israel's destruction, but leaders of the group have also said they are ready for a long-term cease-fire with the Jewish state.

The group is believed to have amassed a large arsenal of thousands of rockets since Israel's last military offensive in Gaza four years ago. Hamas has been smuggling weapons through tunnels under the border with Egypt, but also claims to have begun manufacturing longer-range rockets in Gaza.

During the latest round of fighting, Hamas fired Iranian-made Fajr-5 rockets that came close to Israel's heartland, including the cities of Tel Aviv and Jerusalem for the first time. Israel warplanes pounded the tunnel area during the offensive to disrupt smuggling, and tunnel operators reported serious damage, but in the past were able to rebuild quickly.

Hamas used to be evasive about Iranian weapons support, but in recent days senior officials in the group have openly thanked Tehran. Gaza strongman Mahmoud Zahar told reporters on Saturday that he is confident that Iran will increase military and financial support to Hamas and the smaller militant group Islamic Jihad.

Iran and its regional rivals, the Sunni Muslim-led states in the Gulf, have been competing in recent months to lure Hamas into their respective camps. The top Hamas leader in exile, Khaled Mashaal, is being hosted by the Gulf state of Qatar, which has promised hundreds of millions of dollars for Gaza reconstruction.

Zahar said Saturday that Hamas is not beholden to anyone, but defended the group's ties with Iran. "If they don't like it, let them compete with Iran in giving us weapons and money," he said in an apparent jab at the Gulf states.

Abu Marzouk, meanwhile, said Hamas would not stand in the way of a bid by its main political rival, internationally backed Palestinian President Mahmoud Abbas, to seek U.N. recognition for a state of Palestine next week.

Abbas will ask the U.N. General Assembly to approve "Palestine" ? made up of the West Bank, Gaza and east Jerusalem, areas Israel captured in 1967 ? as a non-member observer state.

Such a state is far from being established, but Palestinians hope U.N. recognition would affirm its future borders, to be used as a baseline once negotiations with Israel resume. Israel, while willing to cede some land, refuses with withdraw to the 1967 lines and opposes Abbas' U.N. move as an attempt to bypass negotiations. Israel has moved half a million Israelis into settlements on war-won land.

Abu Marzouk suggested that Abbas is wasting his time at the U.N. "Hamas believes the General Assembly is not the one to create states," he said. "Occupation needs resistance, not negotiations."

Israel and the West have shunned Hamas, which has killed hundreds of Israelis in shootings and bombings over the years, as a terror organization. However, Hamas officials believe the boycott is slowly eroding, pointing to U.S. support for the cease-fire deal brokered by Egypt and the ongoing indirect negotiations between Israel and Hamas.

Overall, Hamas leaders have claimed the group has emerged victorious from this round, noting that Israel did not make good on threats to send ground troops into Gaza. Israel says it has achieved its goal of halting rocket fire on Israel.

Abu Marzouk said the next round of indirect talks will take place in Cairo on Monday. He has not met his Israeli interlocutors, he said, but said they are security officials and experts on border arrangements.

Until late last year, most top Hamas leaders in exile were based in Syria, the Islamists' main foreign backer in addition to Iran. However, Syrian President Bashar Assad's brutal crackdown on a popular uprising there made Hamas' alliance with the Damascus regime untenable.

Abu Marzouk, who has settled in a quiet Cairo suburb, said the follow-up talks with Israel were going well so far.

In Gaza, residents said Saturday that Israel has already eased some restrictions.

Fishermen were able to sail six nautical miles out to sea, or double the previous limit, said Mahfouz Kabariti, head of the local fishermen's association. "This is an opportunity and a chance for a better catch, though it is still a limited area," said Kabariti, who represents some 3,500 fishermen.

Israeli navy boats have been enforcing a sea blockade in an attempt to prevent weapons smuggling to Gaza. The restrictions on fishermen have fluctuated over the years, linked to the ups and downs in Israeli-Palestinian relations.

Meanwhile, some Gaza residents said they were able to enter an Israeli-enforced buffer zone on the Gaza side of the border Saturday with Israel without fear of being fired on.

Israel's military had carved out a 300-meter-wide (300-yard-wide) zone several years to try to prevent militants from sneaking into Israel. The zone gobbled up scarce farmland in one of the most densely populated areas in the world.

On Saturday, 42-year-old farmer Nidal Abu Dakka said soldiers stood and watched as he and others moved close to the fence. In other border areas, residents said Hamas police kept them away from the fence.

An Israeli government spokesman said he was unaware restrictions had been eased. A defense official said the Israeli military was no longer enforcing the no-go zone, but reserved the right to act against suspicious people. Both spoke on condition of anonymity because they were not allowed to discuss the issue with reporters.
